What is the concept behind "Diaphragm max over Average drift"? What should be the allowable ratio of it? Premjit sir, Can you please drop your two cents on it?

As the maximum required area needed for steel is shown as 329 mm^2. I'm planning to provide 3 nos. of 16 mm dia bars throughout the beam with no extra bars at the Tension zone as it covers the reinforcement area required. Do we really need to provide extra bars at the tension zone in such a case? Premjit Sir, it'll be so much helpful for me if you guide me through this. Thank you

The client wants a Beam at the exterior face of the column. In contrast, should we bend the reinforcement bars of Beam so that they will lie inside the bars of Column? What will be the proper solution in this case?
